The Limits of Semantic Ambiguity: A response to Steve Fuller

I was at a seminar once, presenting an early version of some research on popular culture and world politics. During the question & answer period, a colleague – a distinguished scholar in literary studies and creative writing – asserted, quite forcefully, that I should reconsider my use of the concept of narrative. It didn’t belong in my scholarship, he argued, it was a concept with a history and a trajectory and its home was in literature not International Relations, the oddly ill-disciplined discipline in which I have found myself. My colleague raised his voice during this exchange, became somewhat upset. His emotional register, his irrational response to my naïve and perhaps clumsy use of a concept he had spent decades working on: he behaved like a woman.

Academics in general are such emotional creatures. We might speak, in fact, of ‘academic feminisation’. They’re so invested in their work, and the good ones are so committed to their students: they nurture, they foster talent and possibility, they provide guidance and professional socialisation. They act like women. They respond irrationally to criticisms of work, or the complaint that a concept is being misappropriated; or they focus on some perceived ‘injustice’ rather than take an argument at face value and use logic to refute it. Hysterical responses are not uncommon…

… It is clear, I hope, that the above paragraphs are deliberately ridiculous. In no scholarly outlet, one would hope, would such a flagrantly reductive and offensive set of gender stereotypes find a platform. And yet Steve Fuller was able to publish an article recently on the multi-author blog Sociological Imagination that used flagrantly reductive and offensive stereotypes about autism to support an argument about ‘semantic ambiguity’ in sociology. I want to respond here to both Fuller’s blog post, and his defence of said post – both in the comments and on Twitter – in which he essentially ‘doubles down’ on his original position. In defence of the apparently indefensible (or, French ‘intellectuals’ did not ruin the West and can we please stop postie-bashing because it’s not actually terribly helpful thank you)

Note: I decided to write this post because I got tired of trying to explain my position on discourse, reality, truth, and why Foucault is not to blame for the rolling shit-show that is US politics right now on Twitter in 140 characters. And then my 800 word blog post turned into a 4000 word essay. Sorry about that. Tl; dr version: truth is a social construct but that doesn’t mean anything goes. But the long version contains turtles and an Adam Savage gif, so do please read on…

 Let me get a couple of things straight before I begin. First, I am not A Philosopher. I am not (often) a thinker of profound and important thoughts (not nearly often enough, anyway), nor do I consider the work that I do to be in the realm of philosophy, or even ‘grand theory’. I am not A Theorist either; I am, at most, a theorist with a lower-case ‘t’. I theorise, a bit, about the nature of the things that interest me and the relationships between them. It helps me make sense of the world and that’s about as far as it goes. So I am probably woefully underqualified to write this post. But here I am, because being woefully underqualified to write about postmodernism[i], and truth, and facts, and the world in general, doesn’t seem to stop a whole bunch of other people doing it and if they’re having their fun I want some. (Plus, the way you get qualified to write about Stuff is to write about it, amirite?)

Second, I have (quite unfairly, I admit), used bits of Helen Pluckrose’s recent essay on ‘How French “intellectuals” ruined the West: Postmodernism and its impact, explained’ as a sort of intellectual sparring-partner in this post, just because it offers such a full account of the charges laid at the door of postmodernism, and how this intellectual movement has affected truth, and facts, and the world in general. It’s unfair because Pluckrose’s essay is just the latest in a line of similar types of argument, and I could just as easily have chosen to respond to any of those. But I chose this essay because I am lazy and it popped up on my Twitter feed on Saturday morning and when I read it I thought: No. No more. No longer. For this, I cannot stand. So, again, here I am, to address what I see as the four key points of argument she presents in an effort to discuss the things I want to discuss about postmodernism, and truth, and facts, and so on.

Trumped: Beyond the Whitelash

The election of a manifestly incompetent, billionaire bigot as president of the USA has come as a shock to many people, as indeed it should, and a vigorous debate has emerged over the causes. Many progressives, rightly horrified by the vile, nativist and sexist rhetoric of Trump’s campaign, seem to be concluding that it is this rhetoric that explains his success. Trump’s victory – enabled above all by white men – exposes the appeal of retrograde sentiment on gender – because voters rejected a highly-qualified woman for a self-declared ‘pussy-grabber’ – and race – since his supporters endorsed or at least disregarded his intensely racist rhetoric and policy pledges. Trump’s win thus expresses a ‘whitelash’ – a vile defence of threatened, white, male privilege. However, while sexists and racists undoubtedly supported Trump en masse, this thesis cannot explain how he was able to win. Indeed, it distracts attention from the most glaring cause of the outcome: the rot at the heart of America’s democratic system in general and of the Democratic Party in particular.

Our next guest contributor to the EU forum is Philip Cunliffe. Philip is Senior Lecturer in International Conflict at the University of Kent and editor-in-chief of the journal International Peacekeeping. He is co-editor, with Chris Bickerton and Alex Gourevitch, of Politics Without Sovereignty (UCL Press, 2007), and author of Legions of Peace: UN Peacekeepers from the Global South (Hurst, 2014).  His most recent book, co-edited with Kai Michael Kenkel, is Brazil as a Rising Power: Intervention Norms and the Contestation of Global Order (Routledge, 2016).


It’s often heard that the European Union (EU) is a peace project – an institution engineered to bring peace, prosperity and stability to a war-torn continent that was at the core of global conflict over the last century. This was the animus behind UK Prime Minister David Cameron’s speech on 9 May 2016, in which he claimed that Britain leaving the EU could lead to renewed rivalries, geopolitical tension and ultimately war in Europe. It is one of the most powerful, popular and enduring claims given in defence of the EU and one that drastically raises the political stakes in the debate over Brexit.

Given that this claim comes from our political leaders, it is a remarkably menacing way of eliciting popular support: Vote for us, they seem to be saying, vote for the European Union, or war will be the result ... That political elites could threaten voters so brazenly while implying their own powerlessness to control the course of events at the same time speaks to the strength of popular (mis)conceptions about the origins of conflict in Europe.

The EU Referendum: Brexit’s Imperial Delusions

One key aspect of the EU referendum debate has been the rise of competing narratives about Britain’s role in the world inside and outside of the EU. On the Brexit side, campaigners argue that escaping the EU would revive Britain’s standing, allowing it to reconfigure relations with Europe, strengthen existing non-European partnerships, and forge new ones. These claims rest on a series of self-delusions about Britain’s capacity to unilaterally set the terms of its international partnerships. Brexiteers willfully ignore those prospective partners who say that a post-Brexit UK would be a less attractive partner. Their narrative seems to rest more on imperial delusions than solid ground – and it is hardly a narrative appropriate for a truly democratic, internationalist country.

A Part of Europe, Apart from the EU: What is Possible?

Pro-Brexit campaigners often suggest that if the UK were to leave the EU, it could fashion a new kind of relationship with Europe similar to the one Norway enjoys. Norway is viewed as a country that has maintained its sovereignty while remaining a close partner of the EU.

But of course, Norway is different. It is a thriving smaller country that is dependent on oil reserves that are much larger than the UK’s. Further, Norway negotiated a very specific entry into the European Economic Association (EEA) and the European Free Trade Association (EFTA). If the UK was to depart, a relationship with the rest of western Europe especially in the context of EFTA is possible, but it is not automatic. Further, a relationship between the UK and other countries that currently exists only in the context of a regional EU relationship will have to be renegotiated, with no guarantee that the UK will indeed be better off outside the EU.

Those in favour of staying within the EU, or Bremain, thus rightly question this narrative as one that is based on uncertainty and the UK’s self-imagining, rather than the realities of the international environment. The idea that Britain would regain its sovereignty way from the EU is a myth whose consequence even the Norwegians warn against.

Pinkwashing Apple

The gays, we love our Mac toys – and now it seems that our conspicuous consumption of such has paid off: Tim Cook, CEO of Apple, has come out gay. And we are never going to hear the end of it. The hyperbole has been extra-ordinary. He is, in short, the new messiah: “Tim Cook’s announcement today will save countless lives.” That, from Human Rights Campaign (HRC) – the same people who also think same sex marriage will dissolve homophobia and cause the LGBTs to be treated equally. Clearly, there is a lot of wishful thinking going on. How should we navigate it? Well, we have an excellent guide over at A Paper Bird. Scott Long, who authors the must read blog on “sex, rights and the world”, has written a “medium length read” on the matter, and you really should read all of it. Metrics: An Addendum on RAE / REF

Not everything that counts can be counted, and not everything that can be counted counts...

We have had overwhelming support from a wide range of academics for our paper on why metrics are inappropriate for assessing research quality (200+ as of June 22nd). However, some have also posed interesting follow-up questions on the blog and by email which are worth addressing in more depth. These are more REF-specific on the whole and relate to the relationship between the flaws in the current system and the flaws in the proposed system. In my view the latter still greatly outweigh the former but it is useful to reflect on them both.

Current REF assessment processes are unaccountable and subjective; aren’t metrics a more transparent, public and objective way of assessing research?

The current REF involves, as the poser of the question pointed out, small groups of people deliberating behind closed doors and destroying all evidence of their deliberations. The point about the non-transparency and unaccountability of this process is an important one to keep in mind.

The question is then posed, are metrics more transparent, public and objective? On a surface level, metrics are more ‘transparent’ because they are literally visible (public) and given a number, making them easily rankable. But what they represent, as we argued in our paper, is fundamentally non-transparent given the wide variety of reasons there might be for citing work, and more besides those we cited. In fact, it is the very simulation of transparency in the use of a numerical marker that becomes threatening to the act of actually reading work for assessment purposes. Continue reading

Why Metrics Cannot Measure Research Quality: A Response to the HEFCE Consultation

The Higher Education Funding Council for England are reviewing the idea of using metrics (or citation counts) in research assessment. We think using metrics to measure research quality is a terrible idea, and we’ll be sending the response to them below explaining why. The deadline for receiving responses is 12pm on Monday 30th June (to metrics@hefce.ac.uk). Summary

Whilst metrics may capture some partial dimensions of research ‘impact’, they cannot be used as any kind of proxy for measuring research ‘quality’. Not only is there no logical connection between citation counts and the quality of academic research, but the adoption of such a system could systematically discriminate against less established scholars and against work by women and ethnic minorities. Moreover, as we know, citation counts are highly vulnerable to gaming and manipulation. The overall effects of using citations as a substantive proxy for either ‘impact’ or ‘quality’ could be extremely deleterious to the standing and quality of UK academic research as a whole.

What We Talked About At ISA: ‘Afghan Masculinities’: The Construction of the Taliban as Sexually Deviant

The paper I presented earlier this month at the International Studies Annual Conference held in San Francisco looks at how Afghan masculinities have been represented in and by Anglo-American media. The words ‘Afghan man’ conjure up a certain image, a pathologised figure that is now associated with most males in Afghanistan. The paper analyses this figure of the ‘militant’ Afghan man, most strikingly captured by descriptions of the Taliban and juxtaposes it with the less popular, though still familiar trope of the ‘damned’ Afghan man, embodied in the figure of the Afghan President, Hamid Karzai. But here I focus on a particular construction of the Taliban as sexually deviant, (improperly) homosexual men.

Jasbir Puar, in her trenchant appraisal of today’s war machine and the politics of knowledge that sustains it argues that the depictions of masculinity most widely disseminated in the post 9/11 world are terrorist masculinities:

failed and perverse, these emasculated bodies always have femininity as their reference point of malfunction and are metonymically tied to all sorts of pathologies of the mind and the body – homosexuality, incest, pedophilia, madness and disease.

Whilst representations of al-­Qaeda as pathologically perverse have permeated the Western mainstream, the Taliban because of its historically low international profile has escaped that level of media frenzy. The attention it does get, however, is almost always mired in Orientalist fantasies of Eastern men as pathologically disturbed sodomisers. The ‘high jack this fags’ scrawled on a bomb attached to the wing of an attack plane bound for Afghanistan by a USS Enterprise Navy officer, while in no way ubiquitous, is certainly an edifying example of our image of the Taliban as perverse and not quite “normal”.

This perversity of the Taliban has been largely attributed to their madrassa upbringing, an all-­male environment and their concomitant attitude towards women. Continue reading

The Cursory Pedant: War Rape, the Human Security Report and the Calculation of Violence

“Cursory and pedantic”. So says IntLawGrrls’ Fionnuala Ní Aoláin of the just released Human Security Report 2012 (hereafter HSR). You may recall the team behind the HSR from their last intervention, which upset the applecart over the estimate of 5.4 million excess deaths in Congo (DRC) since 1998 and which also claimed a six decade decline in global organised violence. The target this time round is a series of putative myths about wartime sexual violence (those myths being: that extreme sexual violence is the norm in conflict; that sexual violence in conflict is increasing; that strategic rape is the most common – and growing – form of sexual violence in conflict; that domestic sexual violence isn’t an issue; and that only males perpetrate rape and only females are raped), each of which the authors claim to overturn through a more rigorous approach to available evidence. Along the way an account is also given of the source of such myths, which is said to be NGO and international agency funding needs, which lead them to highlight the worst cases and so to perpetuate a commonsense view of war rape that is “both partial and misleading”.

Megan MacKenzie isn’t impressed either, especially by HSR’s take on those who currently study sexual violence:

[HSR’s view is] insulting because it assumes that those who work on sexual violence – like me – those who have sat in a room of women, where over 75% of the women have experienced rape – as I have – listening to story after story of rape, forced marriage, and raising children born as a result of rape, it assumes that we are thinking about what would make the best headline, not what are the facts, and not what would help the survivors of sexual violence.

Laura Shepherd (who like Ní Aoláin and Megan has written at some length on these issues) took a slightly different approach: “It makes not one jot of difference whether rates of [incidents of conflict-related sexual violence] are increasing, decreasing or holding entirely steady: as long as there are still incidents of war rape then the issue demands serious scholarly attention rather than soundbites”. Activists are concerned less by what the report says than by how it will be interpreted and the effects this will have on victims and survivors of rape (the danger, in Megan’s words, that “painting rape as random is another means to detach it from politics”). By contrast, Laura Seay (who has previously addressed similar issues in relation to Congo) is very supportive: “it’s hard to find grounds on which to dispute most of these claims. The evidence is solid”. Andrew Mack (who directs the HSR) similarly replied that the data supports HSR’s claims and that, despite criticisms, it had been checked rigorously.

So what is going on here?
