must depend on the exciting passion that predominates; to this effect the oestrum/veneris must be excited to such a degree as to produce that mutual orgasm which is essentially necessary to impregnation; if any desponding or depressing passion presides, this will not be accomplished. (via)
At least we know how up to date a certain kind of Republican is on the medical literature. Aaron ‘zunguzungu’ Bady offers a less generous, but surely more astute, diagnosis:
The thing about a chucklehead like Rep. Akins is that he doesn’t actually care whether or not women have a magical anti-rape secretion in their body that makes conception less likely. That’s the whole point: his right not to have to worry about it. If you look at his entire statement, for example, you’ll notice that his foray into weird science was tangential to his main point, which was, simply, punish the criminal not the child. And this is more or less orthodox GOP doctrine, which has the hammer of law enforcement and looks for nails: solve the problem of rape by hammering the criminal, and make abortion into a crime, so you can hammer that too. But this simple-minded approach stumbles when it runs into the problem of the rape-victim: how to have empathy for the victim (because “victim’s rights” is a central pillar of the law and order approach) while also criminalizing her if she gets an abortion? How to insulate her choice to get an abortion from the contingency she did not control, and could not have chosen?
As many have pointed out, then, the first imperative is to make it her choice, and therefore her fault. But there’s still he cognitive dissonance of a rape victim forced to have the child of a rapist, something that doesn’t sit at all easily in the mind of a right wing family-and-police; she’s still a problem, and a thorny one. And so, a simple answer, for a simple mind: she does not exist. He argues that the rape victim who is impregnated is a fantasy of people who want to make the whole thing complicated and difficult, with their “ethics” and “problems,” and so he invents a “doctors told me” story to make it make sense, to explain how what seems complicated is actually simple. But the fact that he’s just making shit up, that women’s body’s aren’t Nature’s Own Anti-Rape Kit, is irrelevant; when you believe in the super-sufficiency of simple laws (and in The Law), problem-cases just become nails to be hammered down or ignored, while “facts” are nothing more that the warrant for doing so.
This year’s general conference theme for ISA in San Diego centred on ‘Power, Principles and Participation in the Global Information Age’ and, expectedly, gave rise to a proliferation of papers on the value, consequences and effectiveness of platforms such as Facebook, Twitter and other social media in the context of international relations and global politics. Having spent the past three years trying to disentangle the thoughts of one of the more intriguing political theorists on power and politics – Hannah Arendt – it has always struck me that she might have had a word or two to say about the supernova that is social networking as such. I couldn’t help picturing her vigorously engaging with a medium like Twitter, firing off Tweets to relevant interlocutors – @karlmarx no, I think that’s where you’re wrong and dangerous: #history is not ‘made’ by men and #violence not the midwife for a new society! Perhaps even: Yep: RT @karljaspers When #language is used without true significance, it loses its purpose as a means of communication and becomes an end in itself – hashtag and all. Or, on the other hand, flatly dismissing platforms such as Facebook as vanity spheres of little or no substance for political interaction. So I pitched in my paper as a playful thought experiment as to how she might have loved or loathed online social networks as viable platforms and public spheres for the creation of power and conduct of politics proper. The potency of social networking sites, as channels of communication and a medium for people from all corners of the world to meet in a virtual realm and engage with shared ideas – political or otherwise – has become indisputable. Not least since the Arab Spring uprisings of 2011, where bodies and voices were galvanized to part-take in various acts of revolt and revolution in Egypt, Tunisia, Syria and Libya, facilitated through online networks like Twitter and Facebook, have people discovered the enormous potential for a transnational coming-together in a shared cause. These networks thus appear to present themselves as a global public realm in a virtual space, transcending geographic limitations and boundaries, broadening the scope of possible political impact considerably. But with such a young medium it is perhaps wise to take a step back from the hype and ask how effective are these networks in creating actual political power? In how far can we understand the possibility to mobilize and plan in a non-spatial realm, through social networks, to constitute the generation of power and the actualization of political action? My paper sought to address these questions with an Arendtian lens – for better or for worse.
Recent commentary on the Eurozone crisis has started to pick up the grammar of colonial rule. The centre for Research on Finance and Money at SOAS, for example, has published an influential report wherein northern Europe (Germany especially) is framed as the core and southern Europe (especially Greece) as the periphery. Meanwhile, Ulrich Beck, European cosmopolitan par excellence, wonders whether the European Union will become “a European Empire with a German stamp”. Beck notes that Merkel’s sense of power “conforms to the imperial difference between lender and borrower countries.” At stake, agree many prominent European intellectuals in the pages of The Guardian, Eurozine and Der Spiegel, is no less than the promise of freedom and democracy immanent to the European project itself. All variously agree that, against the imperial sclerosis spread by capitalist and bureaucratic functionaries at the highest levels of governance, what is needed is a rejuvenation of meaningful democracy at a grass-roots level.
Faced with a dismantling of democracy Jürgen Habermas mounts a plea to save the old “biotope of Europe”. The constitutive components of this threatened ecosystem are freedom and democratisation, and its genesis lies in the Second World War and the fight against fascism and “internal” barbarism. The president of the European Central Bank has himself proclaimed that Europe now faces its “most difficult situation since the Second World War”. Alternatively, for many social democratic and leftist commentators, the danger of the situation lies in the loss of the “internal” struggle of labour and capital that defined the Cold War landscape. In the new context of EU institutional “empire” and its neoliberal tentacles, the defeat of labour quickens the erosion of social democracy, thus deciding the fate of the European project.
Europe, then, is perceived to be “colonizing” itself and in the process destroying freedoms and democratic structures that had been hard fought for by the general populace against political oppression and economic exploitation. But this angst-ridden imaginary of European crisis has very little to say about the substantive historical and global dimensions of European colonialism. Does cosmopolitan and social democratic angst cover these legacies and contemporary effects? In fact, in most recent treatises on the crisis the struggle for decolonization is given no integral status, even though these particular struggles were inseparable to and spanned the formative time period of the European project – the Second World War (and the Cold War). Some do mention current issues of migration and xenophobia. Nevertheless the implication, in general, is that colonial legacies are derivative of, or additional to, the core struggle for democracy and freedom in Europe. Fascism, Cold War, class struggle: yes; colonization, imperialism, decolonization and liberation struggle: not really.
Not all intellectuals suffer from this colonial amnesia. A number of scholars including Robert Young, Pal Ahluwalia, Paige Arthur and Alina Sajed have argued that in some key strands of post-War French thought, the issue of colonialism and decolonization was integral to discussions of European re-democratization and humanist concerns. This engagement reached a peak in the Algerian war of independence in the late 50s before falling into abeyance. And this was precisely the same time, we should note, as the Treaty of Rome, which bound European countries together in a tighter economic union simultaneoulsy sought to re-bind (post-)colonial African polities, peoples and resources into this union.
More generally, there has accumulated a significant amount of scholarship that reveals the colonial influences that shaped and were woven into quintessentially “European” intellectual/political movements such as Enlightenment and modernity. Continue reading →
UPDATE (10 March): Material is coming thick and fast on #Kony2012, so I’m adding three recent interventions. The first is from Ismael Beah, he of child soldier fame, on CNN (apologies for the awful interviewer).
My frustration with the group has largely reflected the concerns expressed so eloquently by those individuals who have been willing to bring the fury of Invisible Children’s true believers down upon themselves in order to point out what is wrong with this group’s approach: the warmongering, the self-indulgence, the commercialization, the reductive and one-sided story it tells, its portrayal of Africans as helpless children in need of rescue by white Americans, and the fact that civilians in Uganda and Central Africa may have to pay a steep price in their own lives so that a lot of young Americans can feel good about themselves, and a few can make good money. This, of course, is sickening, and I think that Kony 2012 is a case of Invisible Children having finally gone too far. They are now facing a backlash from people of conscience who refuse to abandon their capacity to think for themselves.
This IC campaign is a perfect example of how fund-sucking NGO’s survive. “Raising awareness” (as vapid an exercise as it is) on the level that IC does, costs money. Loads and loads of money. Someone has to pay for the executive staff, fancy offices, and well, that 30-minute grand-savior, self-crowning exercise in ego stroking—in HD—wasn’t free. In all this kerfuffle, I am afraid everyone is missing the true aim of IC’s brilliant marketing strategy. They are not selling justice, democracy, or restoration of anyone’s dignity. This is a self-aware machine that must continually find a reason to be relevant. They are, in actuality, selling themselves as the issue, as the subject, as the panacea for everything that ails me as the agency-devoid African. All I have to do is show up in my broken English, look pathetic and wanting. You, my dear social media savvy click-activist, will shed a tear, exhaust Facebook’s like button, mobilize your cadre of equally ill-uninformed netizens to throw money at the problem.
Cause, you know, that works so well in the first world.
Glenna Gordon‘s 2008 image of the Invisible Children founders in cod-Rambo pose with the Sudan People’s Liberation Army now defines the #Kony2012 backlash. Jason ‘Radical’ Russell – he who speaks excitedly of ‘war rooms’ – and his compatriots have thus far notched up 12 million-odd Vimeo hits and over 32 million YouTube hits with their 30-minute hymn to awareness, social media, atrocity prevention and youth power. A simulacrum of solidarity now not quite besieged, but at least peppered, by an array of critiques and counter-points, almost always from scholars and activists with their own well-established records of engagement and internationalism.
That backlash is now, predictably enough, giving rise to a counter-backlash from newly enlivened global citizens, and the predominant form taken by this response is itself instructive. Comment threads on posts like Mark’s consistently reveal a nascent activist consciousness which is hugely fragile, but also aggressive. Although many presumably did not know of Joseph Kony until this week (and in this minimal sense, #Kony2012 clearly ‘worked’), they are now so outraged at even the hint of complexity or counter-point that they denounce others as self-promoters, ignorami (ignoramuses?), complacent and/or complicit (by some unspecified metric) in human suffering. The juxtaposition is telling: the fresh anger and one-dimensional vigour of discovering atrocity and of being “empowered” (however vaguely) to end it is simply too appealing to withstand reasoned discussion. And so newly-minted ‘doers’ find themselves in the position of having to attack those old established ‘cynics’, Ugandans and Uganda hands among them, in whose very name they “won’t stop”. Say, at what point exactly did common humanity come to mean lecturing Ugandans that they were “ungrateful” and “negative” for pointing out that Museveni is not so nice either?

The problem of the twentieth century is the problem of the color line; the relation of the darker to the lighter races of men in Asia and Africa, in America and the islands of the sea.
W.E.B. Du Bois’ lucid remark, published in The Atlantic in 1901 (and elsewhere), continues to unify and motivate thinking on race and racism in International Relations. ‘Colouring Lessons: Race, Colour, Nation and Colony in Contemporary IR Theory’, an upcoming BISA-ISA conference panel featuring Meera, Omar, Pablo, Robbie, and myself, will consider how the “problem of the color line” might lead us to think differently about the structure and processes of world politics today. There are many good questions to cover; so many, in fact, that we best start our discussions early. Here’s one: when will racism end?
Let us begin by locating the question in the wonderful world of popular online betting. Thanks to the internet it is now possible to make and take wagers on almost anything, including on the future of phenomena such as racism. Recorded in May 2003 by a certain Bill Moore under the title ‘Bet 115’, one such wager can be found on the Long Bets website (Long Bets is run by a California-based non-profit foundation specializing in public education, including “enjoyably competitive predictions, of interest to society, with philanthropic money at stake”). It goes like this: “By 2100 racism will no longer be a significant phenomenon in most countries of the world”. The author qualified his thinking thus:
This prediction simply puts a date to a trend that is well underway. Racism is a set of learned attitudes and behaviour, and as such it can be eliminated. There has been a great deal of movement toward the elimination of racism in the past century. Racism plays a much less significant role in access to employment, housing, education, in distribution of wealth, etc., than it did 100 years ago. Racist attitudes are no longer acceptable in any mainstream, political, social, religious, corporate, or other public figure.
At the time of this writing, Bet 115 goes unchallenged, but thirty or so comments posted by assorted visitors to the site provide us with an interesting repository of ordinary and extraordinary language definitions of race and racism. (A discussion of the boundary conditions of the prediction follows one on human nature, which in turns follows an exchange regarding the “semantics and scope”). Also interesting is that 68% of the registered users of Long Bets (N=249) have voted “against” the prediction, suggesting that the majority expects the global colour line to outlast the end of the twentieth first century, twohundred years after Du Bois wrote (voting has been “temporarily disabled” this fall).
So what would the recent philosophical and socio-historical research on the subject say about Bet 115?
But what’s so wrong with textbooks anyway? It’s not so much the simplification itself. All theory (including some much-lauded high theory) does that. Nor is it any particular problem with the qualifications of the authors (the contributors to Baylis, Smith and Owens, for example, are pretty well the dominant names in their respective sub-fields).
Still, textbooks do seem to take on a strange epistemic authority, at least in undergraduate study. Confused by the relationship between ethics and self-interest in Morgenthau? Settle it with some bullet-points! IR is a young discipline, and none of its canonical texts approach the difficulty of, say, political, social or cultural theory proper. Any competence is going to come from understanding those texts, so why not do it sooner rather than later? Moreover, the relentless simplifications of the ‘paradigms’ debates (can we drop the mutilation of Kuhn yet?) provide an easy tool for obliterating complexity. This is not unrelated to a patronising attitude towards students, gently shepherded through the early years before being told harsher truths.
Textbooks, especially ones recommended at the start of courses as the intellectual crutches of choice, reinforce those dynamics. But it gets worse. Textbooks also lie.
David, my erstwhile ‘parasitic overlord’ from when I was co-editingMillennium, points me to some posts by Kent Anderson of the Society for Scholarly Publishing, who defends the industry on a number of grounds from Monbiot’s polemic against the journal racket. The comments threads on both pieces are populated by academics who agree with Monbiot and by publishing industry colleagues who agree with Anderson (and who alternate between dismissing and being personally offended by the original Monbiot column). The core counter-argument is that this anti-corporate, out of touch, ‘wannabe-academic’ day dreaming is old hat, and stands up no better now than it did when it was demolished at some unspecified point in the past.
Most crucially, Monbiot’s central exhibit (that companies consistently make 30-40% margins on the distribution of work already paid for by the public purse) is almost entirely passed over. Anderson coyly suggests that maybe publisher margins are that high, but maybe they’re not. Despite working rather closer to the heart of matters financial than do the rest of us, he provides no settling of accounts either way. In any case, however much it costs, and however much publishers make, it’s good value, apparently by definitional fiat. Since libraries keep paying the money, and since academics keep submitting papers, it is ‘idealism’ (remember that?) to complain about the current balance of power.
This is the familiar circular logic of neoliberal reason: privatised arrangements are beneficial because they will make the system more efficient and less costly. But if the rate of profit does not fall in line with the expectations of open competition, then it must mean that the rates charged are true equilibrium prices. Nevertheless, complainants citing high margins are referred to the benefits of privatised arrangements and assured that competition will bring prices down. Even though £200 million each year, or 10% of all research funding distributed by HEFCE (the academic funding council for England), ends up being spent on journal and database access by academic libraries. Drizzled between the gun battles were occasional accounts of villages stabilized and town elders met. But, written as random notes, the accounts were hard to insert into a database. There was nothing consistent, nothing you could plot as a trend over time.
‘These were intelligence reports, not measurable data,’ the source says. ‘The population-centric information wasn’t to be found there.’
So the team widened their search, without much luck. The most reliable data they could find was weekly fruit prices from Jalalabad, a city in northeastern Afghanistan. At least those could be measured over time.
“One assumed there was some secret mound of data to be exploited. But it’s just not true,” the source adds.
Albright has noted that Iran has material to build only 12,000-15,000 centrifuges, and if 1,000 to 2,000 were destroyed, this would hasten the demise of its stockpile. But his and other organizations have also noted that after the centrifuges were replaced, Iran stepped up its enrichment program and its overall production of uranium had actually increased in 2010, despite any effects Stuxnet may have had.
Stuxnet required an enormous amount of resources to produce, but its cost-benefit ratio is still in question. While it may have helped set Iran’s program back to a degree, it also altered the landscape of cyberattacks…In the end, Stuxnet’s creators invested years and perhaps hundreds of thousands of dollars in an attack that was derailed by a single rebooting PC, a trio of naive researchers who knew nothing about centrifuges, and a brash-talking German who didn’t even have an internet connection at home.
These domestic images must be more than simply one more form of distancing, one more way to remove oneself from the grisly reality behind the words; ordinary abstraction is adequate to that task. Something else, something very peculiar, is going on here. Calling the pattern in which bombs fall a ‘footprint’ almost seems a wilful distorting process, a playful, perverse refusal of accountability – because to be accountable is to be unable to do this work.
These words also serve to domesticate, to tame the wild and uncontrollable forces…The metaphors minimize; they are a way to make phenomena that are beyond what the mind can encompass smaller and safer, and thus they are a way of gaining mastery over the unmasterable. The fire-breathing dragon under the bed, the one who threatens to incinerate your family, your town, your planet, becomes a bet you can pat.
The ways of thinking embodied in institutions govern the way the members of the societies studied by the social scientist behave. The idea of war, for instance, was not simply invented by people who wanted to explain what happens when societies come into armed conflict. It is an idea that provides the criteria of what is appropriate in the behaviour of members of the conflicting societies. Because my country is at war there are certain things which I must do and certain things which I must not do. My behaviour is governed, one could say, by my concept of myself as a member of a belligerent country. The concept of war belongs essentially to my behaviour. But the concept of gravity does not belong essentially to the behaviour of a falling apple in the same way: it belongs rather to the physicist’s explanation of the apple’s behaviour. To recognise this has nothing to do with a belief in ghosts behind the phenomena.
[M]y wife and I realized you cannot pay attention to everything, so I said to myself “one continent that I am going to leave aside is Africa.” I preferred to concentrate on Europe and China. I did a pretty good deal of work on China because I saw it ripe to become one of the most important parts of the world of which I knew nothing. So, I proceeded to do a lot of work on China in order to know something about it. But Africa is kind of a blank spot for me, apart from casual observation. Even though, I would say that the whole notion of anarchy applies very well to Africa.
In fact, a criticism people used to make to me was that Africa was clearly an anarchic arena, and yet African states did not fight much among themselves. How, then, would a Realist like myself explain that? Well, I did by invoking Turney-High’s book in anthropology, which was published—I believe—in the 1920s. There, he made the very valid point that countries have to obtain a certain level of self-consciousness as being a political entity, and a certain level of competence before they are able to fight one another. Turney-High’s illustration was very clear with his study of the peoples he referred to as the “Californians,” who were such a primitive people that they did not have the ability to form groups or fight as a group. A consciousness and competence at a certain level is needed before a group is able to systematically impose on another group—whether in the form of warfare or in other ways. I think that, for a long time, Africa was in that condition, and that, as it proceeds away from that condition, African countries will be able to fight wars against one another. In a historical sense, though, that is an implication of advancement.
I do feel somewhat sorry for A.C. Grayling. Following his sudden exit from the Birkbeck scene, former colleagues sent a short but apt letter to The Guardian, expressing appropriate levels of dismay and resistance to the innovation of the New College ofthe Humanities. They raised basically two objections. First, that the New College is for-profit, substituting the business of teaching in place of the vocation of research. And second, that it is in the ‘vanguard’ of efforts to link education to wealth, partly via a leaching of public resources.
Although many prominent names were used to unveil New College, few seem in sight now that it is under sustained attack (Peter Singer, where are you?). And Grayling, somewhat to his credit, keeps replying to the antiquated nay-sayers desperately clinging to the sinking ship of public provision. Perhaps the fullest public defence has come in response to the Birkbeck letter. Although garlanded by academic niceties (“with respect”; “I would be very grateful”), the ultimate conclusion is that his critics lack some basic faculties of reason: “I have seen only an emotional case for scapegoating our project”.
Surely, then, there are firm responses to the proliferating critiques? Grayling’s fuller case for New College turns primarily on the idea that students are being under-charged rather than over-charged. The relevant comparisons? That an MSc in Finance at LSE for an overseas student costs almost £26,000 (with many other programmes charging in the £15-21,000 range) and that a DPhil in cardiovascular medicine at Oxford will set you back nearly £27,000 if you’re not from the EU. The point being that high fees for some already subsidise lower fees for others. Now, you’ll notice what has been done here: £18,000 for an undergraduate degree for all students is being justified on the grounds that you can find a handful of prominent programmes elsewhere that charge more than this for masters programmes for non-EU students.
As an argument for justice it has some merits (Why the disparity here? What are the ‘real’ costs of educating a doctor or financial specialist?). But as a defence of New College as prosaic rather than parasitic it doesn’t stand up to much. And I’m sure there’s a latin term for this kind of fallacy. A direct comparison with liberal arts funding in the US would have offered us more, but that would have required admitting that there is something new about the New College in the UK setting. You’ll recall that, before people starting off letting flares at Grayling’s talks, this was very much the selling point of New College. Its online welcome still announces: “New College of the Humanities is a new concept in university-level education”.
Lots of the new then, which makes it worth thinking through some of the older ideas of the university, as Steve Fuller did so wonderfully back in February. But there is something yet more damning in Grayling’s reply. He says that his project can’t be vanguardist. In a repeat of the AHRC debacle, apparently bright people conclude that you can’t be complicit if the Minister didn’t call you directly and tell you to do something. Grayling clarifies that he is under no compulsion of Government and has no love for the current reconstitution of UK higher education, as if that matters. Moreover, “we cannot be in the vanguard of what has long been happening”. This is the crux of a claim made before: that New College is simultaneously following an economic pathway outside of its control and that it will have no detrimental impact outside of its own halls.
Other engaged in privatised education do happen to think that the New College will accelerate some market openings. But notice that Grayling can’t have it both ways. His argument against allegations of vanguardism is that New College is too small and insignificant for anyone to follow its lead. But his argument for an £18,000 fee compares New College to comparatively small and unrepresentative courses which charge more than he intends to (about 80 people take that MSc in Finance at LSE). An accidentally immanent critique, this mode of argument illustrates exactly how a vanguardist framing works, and has worked over the last years. Find an institution that charges more than you do and has a good reputation. Point out that you could do more, and do it better, if you had their money. Campaign for that outcome while ignoring or dismissing arguments for higher levels of public investment. Repeat. Change the discursive and economic landscape in a series of comparative expansions.
Grayling suggests high fees elsewhere as justification for his high fees, but then expects us to believe that his high fees (which are much more clearly comparable with undergraduate provision than are the courses he cites) won’t be used by anyone anywhere to militate for a further uncapping or greater move to student debt and ‘consumer-led’ education over equal access and public goods. It is hard to see the logic in such a position, not least when it already provides indications of how such an appeal by others would run:
Note one thing: the deafening silence of the vice-chancellors in the controversy over our college project. Why? Because as the individuals most acutely involved in battling with impossible arithmetic, they understand the realities.

Andrew McGettigan’s excellent and much circulated analysis points out that marketisation requires the softening up of older providers via the introduction of one or more exemplars of new learning: 1) independent, non-profit providers like the University of Buckingham; 2) private, for-profit providers like BPP and now NCH (perhaps owned by people like Apollo); 3) Edexcel in relation with colleges; 4) Cameron’s planned ‘Big Society University’; and 5) globalised multi-nationals. New College has to be viewed in this context and not, as Grayling wants, as some minor footnote. Here’s McGettigan:
The new market conditions must first be created. A significant amount of intervention is required to bring about a ‘level playing field’ in which new, more commercial, operations can compete successfully to drive down costs. The first steps here have already been achieved. First, the complete removal of central funding to arts, humanities and social science degrees exposes the established provision to potential competition in a manner that gives the lie to Willetts’s claim that the cuts have been ‘scrupulously neutral’. (No new provider is currently planning to offer STEM degrees, which are expensive to run and require large overhead and start-up costs.) Second, students at private establishments have already been granted access to the student loans and grants…Third, when viewed in conjunction with the new visa restrictions on overseas students (a political decision affecting an otherwise independent and substantial income stream) and the cuts just announced from HEFCE for the 2011/12 budget, we can conclude that universities are being softened up. Prior to a major reorganization of higher education these cuts are punitive and part of a concerted effort to destabilize the sector for the entry of new agents… What is proposed does not simply benefit small, niche operations but creates the conditions for ‘creative chaos’ similar to that to be unleashed on the National Health Service.
