Renounce Spoonfeeding!; Or, What’s Wrong With International Relations Textbooks Anyway?

Term is upon us, and with it new cohorts of students eager for the accumulated wisdom of IR condensed into textbook form. e-IR recently promoted two such texts, and I took gentle exception.

But what’s so wrong with textbooks anyway? It’s not so much the simplification itself. All theory (including some much-lauded high theory) does that. Nor is it any particular problem with the qualifications of the authors (the contributors to Baylis, Smith and Owens, for example, are pretty well the dominant names in their respective sub-fields).

Still, textbooks do seem to take on a strange epistemic authority, at least in undergraduate study. Confused by the relationship between ethics and self-interest in Morgenthau? Settle it with some bullet-points! IR is a young discipline, and none of its canonical texts approach the difficulty of, say, political, social or cultural theory proper. Any competence is going to come from understanding those texts, so why not do it sooner rather than later? Moreover, the relentless simplifications of the ‘paradigms’ debates (can we drop the mutilation of Kuhn yet?) provide an easy tool for obliterating complexity. This is not unrelated to a patronising attitude towards students, gently shepherded through the early years before being told harsher truths.

Textbooks, especially ones recommended at the start of courses as the intellectual crutches of choice, reinforce those dynamics. But it gets worse. Textbooks also lie.

Atrocity Porn, the Resource Curse and Badvocacy in ‘Unwatchable’ (2011)

Lest it need saying, *trigger warning*.


Unwatchable lasts just over 6 minutes, but is intended to linger far longer. A project of Save The Congo, it was apparently turned down by larger charities on the grounds that it was too extreme. Deploying liberal doses of slo-mo and orchestral overture, it shows an armed assault on a whiter-than-white (and blonder-than-blonde) family somewhere in rural England. The teenage daughter is gang-raped on the kitchen table while her father is forced to watch, and her parents are eventually mutilated and killed on their front lawn while the soldiers laugh and film them on mobile phones. At one point we see a soldier cowering to avoid the scenes wrought by his comrades. The youngest daughter is killed trying to escape. In other words, a BBFC 18-rated piece of atrocity porn doubling as a viral advocacy campaign.

A small clickable box sits screen top-right throughout. It reads: ‘Make It Stop’. The tagline: ‘Warning: this film contains sexualised violence you and your mobile phone manufacturer may find disturbing’. The pay off being that this is really about the DRC, but that it will take this happening to white people for you to notice. Yes, this is another campaign about the resource curse and another entry in the catalogue of rape atrocity ratcheting, now with the obligatory twitter hashtag (#bloodminerals) and a petition demanding: a) that EU companies be forced into transparent supply chains for coltan and the like; and b) that ‘swift and severe’ action be taken against any party responsible for violence.

Kate at Wronging Rights picks up on the incoherence of Save the Congo’s accompanying claims:

W…T…F…? Rape is cheaper and much more effective than guns or bullets??? No.  Rape is not a “cheap” coercive strategy.  It’s time-consuming and it exposes the perpetrators to injury and potential STD infection. Armed groups absolutely use it anyway, but not because it’s cheaper than bullets.

And, [i]f armed groups were to raid a village and force the population to leave by shooting at them, NGOs could be alerted and the UN would have to react??  This is surely news to the scores of NGOs, both local and international, who have worked tirelessly to document and publicize the use of rape as a weapon of war throughout the last decade and a half of conflict in the region.

Look, I realize that grassroots activism often plays a fundamental role in political change, and has been particularly important to the history of the human rights movement, but seriously, this “the news made me sad / I can haz NGO?” nonsense has got to stop.  Time to invoke Amanda’s “Love Actually Test” on a wider scale, I think.

Bizarre and untenable as such ideas may be (say what?), the key points of Save the Congo’s analysis are ones now commonly repeated as part of the general ‘weapon of war’ narrative. Continue reading

Killing is the New ‘Justice’: The Murky Morality of Target Killings

Today’s news of the killing of US citizen Anwar al-Awlaki by US drones sparked a much overdue flurry of criticism and questions on the ethics and legality of Obama’s death-by-drone programme in the war on terror. Awlaki, al-Qaeda’s alleged ‘chief of external operations’ in Yemen (an upgraded title he received posthumously by officials at the White House and the CIA – previously he was by reputation and status merely a radical Muslim cleric) is the first US citizen to have been assassinated in President Obama’s brand of the fight against terrorism. The drones programme is by no means a recent tool in the American war chest, nor has it been particularly reserved in its remit of eliminating specified targets in this interminable ‘war’ effort. What is new, however, is that the US has today eliminated one of it’s own citizens, without due process, stripping said citizen of his 5th Amendment rights and rendering him nothing if not unworthy of living. The fact that a public outcry against the extra-judicial assassination of a human being becomes audible (aside from the controversial killing of enemy #1 Bin Laden of course) only when a US citizen is concerned starkly highlights the normalised extra-judicial status of all foreign drone targets in the perception of the international public. The gloves that came off during the Bush administration are still off and killing as the new justice is beginning to supersede the norm against assassinations.

The norm against political assassinations has been in serious peril since the Bush administration first overtly conceded the strategic use of target killings, framed as a military act to weed out and eliminate high-level Al-Qaeda members, in 2002. This norm continues to deteriorate with Obama at the helm, who has stepped up the drones programme considerably since he took over from Bush junior in 2008. Today, there are roughly double the number of drone attacks per week in regions deemed terrorist hotbeds, specifically Pakistan. Since 2004, these drone strikes are reported to have killed between 1,579 and 2,490 individuals, whereby some analyses estimate the civilian casualty rate among these statistics to be as high as 20%. The vast majority of these deaths have occurred in 2010. While the policy originated as a programme to “capture and kill” a small number of high value terrorist leaders in the G.W. Bush years, the programme has expanded its remit considerably: up to 2,000 killings can hardly be described as a small number, no less if we accept that the total number of military leaders killed was a mere 35 since 2004.

Leaving aside the sovereignty issue that glaringly stares us in the face in a situation where the US decides to engage militarily within a non-war party, such as Pakistan or Yemen, this is a highly concerning development, as it represents not only the gradual erosion of the norm against assassinations but also the very acceptance of the ethics of the targeted killing of persons on a growing scale. Nothing Is Authentic Anymore: Disavowed Selves and the Lure of Realpolitik in ‘Tinker, Tailor, Soldier, Spy’ (2011) and ‘In The Loop’ (2009)

Know this: *great clunking spoilers ahead*.


The critical praise heaped on Tomas Alfredson’s version of Tinker, Tailor, Soldier, Spy reflects more than the hunger of intelligent audiences for post-Inception thrillers. Nor can it be explained merely by the excessive parade of grand thesps (Benedict Cumberbatch and the under-rated Stephen Graham both wasted, the former with a sub-Sherlock performance and the latter with a paper-thin bit-part, given historical fidelity by bad hair alone). Its visual and affective qualities are seductive and occasionally beautiful, but then so is its submerged vision of espionage and realpolitik.

The antithesis of Bond and Bourne, Tinker, Tailor offers up the almost forgotten Cold War as the stage for its intrigues. Although the voices are softer and the principals older, there is a more deadly game afoot. As Kermode comments, there will be large swathes of the audience who don’t know the political context at all. Not that it matters, since the detail (Hungary, the parallels with Guy Burgess, Anthony Blunt et al.) are but window-dressing for the appeal of George Smiley (silent, menacing, magnificent Gary Oldman). Contra the brashness of post-9/11 global political allegory-fictions, we are gently ushered into an epic game of chess, played by men. Men whose tools are wit, logic and cunning. Men from an analog age who use little pieces of card to alert them to potential break-ins.

Our contemporary operatives, even those of clear intellect and cunning are, like Bob Barnes in Syriana, always eventually compelled to revert to Hollywood expectations (explosions, gun fights, fisticuffs) to bring matters to their appropriate climax. Not in Tinker, Tailor. At one stage Smiley and co. require small handguns but, although drawn, they are never used. Barring the quasi-orgasmic final exchange between Bill Haydon and Jim Prideaux, our other vivid encounters with slaughter and disembowelment are after the fact, still, frozen scenes, crowned by flies. As if painted by Goya. We gulp and turn away, but what beautiful mutilations!

Commodification, the Academic Journal Racket and the Digital Commons

David, my erstwhile ‘parasitic overlord’ from when I was co-editing Millennium, points me to some posts by Kent Anderson of the Society for Scholarly Publishing, who defends the industry on a number of grounds from Monbiot’s polemic against the journal racket. The comments threads on both pieces are populated by academics who agree with Monbiot and by publishing industry colleagues who agree with Anderson (and who alternate between dismissing and being personally offended by the original Monbiot column). The core counter-argument is that this anti-corporate, out of touch, ‘wannabe-academic’ day dreaming is old hat, and stands up no better now than it did when it was demolished at some unspecified point in the past.

Most crucially, Monbiot’s central exhibit (that companies consistently make 30-40% margins on the distribution of work already paid for by the public purse) is almost entirely passed over. Anderson coyly suggests that maybe publisher margins are that high, but maybe they’re not. Despite working rather closer to the heart of matters financial than do the rest of us, he provides no settling of accounts either way. In any case, however much it costs, and however much publishers make, it’s good value, apparently by definitional fiat. Since libraries keep paying the money, and since academics keep submitting papers, it is ‘idealism’ (remember that?) to complain about the current balance of power.

This is the familiar circular logic of neoliberal reason: privatised arrangements are beneficial because they will make the system more efficient and less costly. But if the rate of profit does not fall in line with the expectations of open competition, then it must mean that the rates charged are true equilibrium prices. Nevertheless, complainants citing high margins are referred to the benefits of privatised arrangements and assured that competition will bring prices down. Even though £200 million each year, or 10% of all research funding distributed by HEFCE (the academic funding council for England), ends up being spent on journal and database access by academic libraries. Beneath The University, The (Digital) Commons

UPDATE (8 September): In the comments, Lee Jones reminds me of the Directory of Open Access Journals, which gives some more info on existing outlets. Monbiot also tweeted details of a petition to make all publicly-funded research available for free within a year of publication, which you should sign (yes, I know it’s just a petition, but start somewhere OK?)


1. Any time someone puts a lock on something that belongs to you, and doesn’t give you a key, the lock is not there for your benefit;

2. It’s hard to monetise fame, but it’s impossible to monetise obscurity;

3. Information doesn’t want to be free. People do.

Despite the focus on the artist and her output, Cory Doctorow’s three propositions for understanding copyright against creativity also speak to the products of the university (and both videos are worth watching). In short, the addition of copyright ‘protection’ to your work acts to restrict it, doesn’t actually drive higher resources to artists, and can’t really work in practice, thus requiring extending circles of criminalisation and monitoring. Contemporary copyright is a way of creating an obstacle course, one where the people who put in the work of limiting access are also the ones who you pay down the line for the access. In short, “they have created a problem that they know how to solve, and it works for them”.

In July, Aaron Swartz was charged under US federal hacking laws for downloading more than a few academic articles via MIT. It was about 4.8 million papers, since you ask. Wired reports that the penalty for this may amount to 35 years in prison and a $1 million fine. Worse, there is some evidence that the prosecution is being driven by the state rather than JSTOR alone. He’s due in court this Thursday. After some germination, both George Monbiot and Ben Goldacre have entered the fray with astute and biting pieces on the profitable stupidity of these arrangements and their detrimental impact on the free exchange of knowledge, scientific progress, the public good, etcetera.

The problems of intellectual property and who gets to profit from it are general, but the scandal is in the specificity of different productive spheres. After all, an artist is not like a university lecturer.

Human Rights as Crisis Morality – a reply

If Anthony will forgive my presumptuousness, it seems that the crisis of human rights that worries him is that while critics have much to offer by highlighting the limitations, paradoxes, silences and aporias of human rights, they fail to offer a moral vision that can inspire or a practical politics that might make the world better. This concern goes beyond the practiced rejection of philosophising as an indulgence in the face of human misery. Anthony is concerned with the deeper problem faced by those critics who identify human rights with the global exertion of Western authority and a depoliticised vision of the individual and society under the conditions of contemporary neo-liberal capitalism. And that problem is that the process of critique itself risks overwhelming the possibility of political action for moral ends – to do good on behalf of, and in solidarity with, the “poor, downtrodden and despised”.

There’s a crude version of this critique that suggests human rights naysayers are obscurantist intellectuals, whose evasive politics demonstrate the bankrupt quietism of the contemporary left – or, as they would say back home, that they are “all hat and no cattle”. In his post Anthony is getting at something more substantive and, I think, very important, which is the difficulty of finding a critical ground for moral action in political life. If one admits the limitations and pernicious aspects of human rights as a broad set of political practices, what alternative justification can be offered for political action?

While supportive of human rights, Anthony is quite clear that the

difficulty here for human rights is that the very rhetoric of the movement, with its built in moralism and boosterism, makes it hard to consider that “human rights might be a bad thing”, or that they may not be the best – and certainly not the only – framework for considering serious problems and issues within the international system.

For this reason he respects the important role that critiques of human rights play in recognising the tendency for moral claims to be co-opted by political power, deconstructing the essentialised account of humanity, tracing the violence done to difference through universal claims and acknowledging the politics inherent in any account of justice. Looking Beyond Spring for the Season: Echoes of Time Before Tahrir Square

This is the fifth and last part in a series of posts from Siba Grovogui, Professor of International Relations and Political Theory at John Hopkins University. The series considers the character and dimensions of the tension between the African Union and ‘the West’ over interventions in Africa. It would be disingenuous to relate events in North Africa and the Middle East (or MENA) today without reference to the media. Here too, there are many possible angles to examine. I will focus on the institutional support that the media provide in shaping consensus in support of foreign policy. In this regard, so-called mainstream Western media and networks (BBC, CNN, Fox, RFI and the like) have played a significant role in generating domestic support for the Libyan campaign. The media find themselves in the contradictory positions of both providing sustenance to foreign policy rationales and reporting on government actions. In this role the media either wittingly or unwittingly assumed the position of justifying contradictory Western foreign policy aims while trying to satisfy the needs of their audiences (especially domestic constituencies and home governments) for information from the front. Consistently, the media often generate sympathy for foreign actors or entities that either support Western interests or have affinities for Western values.

This role is not without a cost, especially when foreign policy actions, including wars, fail to attain their objectives. When the outcome of foreign policy proves disastrous, Western media also have an inexhaustible capacity to either ignore their prior support for the underlying causes or to reposition themselves as mere commentators on events over which they had no control or could not prevent. Increasingly, these tendencies have spread around the world as evidenced in the techniques and styles that have propelled the Qatari-based Al Jazeera into prominence as key contender in the emergent game of production, circulation, and consumption of foreign policy-concordant images for their affective and ideological effects.

So it is not surprising that the backdrop and background scenarios for most reporting on the 2011 revolts in MENA are dimensions of Orientalism, of which they are many. But the most constant is one of autocratic ‘barbarism’. In this regard, the discourses and media techniques for creating and supporting sympathetic figures are just as constant (or invariable) as Western states rationales for intervention. The media-hyped stories of Oriental despotism that preceded Operation Desert Storm, when the US expelled Iraq from Kuwait, have provided the template. During that event, for instance, media feted their viewers with stories of invading Iraqi hordes storming through hospital only to disconnect incubators and let helpless infants die a slow death. These and many stories of heroic bids by US soldiers to prevent such barbarism were later discredited but not the other horrific stories which convinced US citizens of the need to wage war on Saddam Hussein’s occupying army. In the Libyan case today, one of the earlier images of the aura of impunity created by Gaddafi was that of a Libyan female lawyer who was allegedly raped by Gaddafi’s forces. There was also a reported event of military takeover of a hospital.

A Slow Motion Moral Collapse, or, the Principle of Magic?

Belief in magic did not cease when the coarser forms of superstitious practice ceased. The principle of magic is found whenever it is hoped to get results without intelligent control of means; and also when it is supposed that means can exist and yet remain inert and inoperative. In morals and politics such expectation still prevail, and in so far the most important phases of human action are still affected by magic. We think that by feeling strongly enough about something, by wishing hard enough, we can get a desirable result, such as virtuous execution of a good resolve, or peace among nations, or good will in industry. We slur over the necessity of the cooperative action of objective conditions, and the fact that this cooperation is assured only by persistent and close study. Or, on the other hand, we fancy we can get these results by external machinery, by tools or potential means, without a corresponding functioning of human desires and capacities. Often times these two false and contradictory beliefs are combined in the same person. The man who feels that his virtues are his own personal accomplishment is likely to be also the one who thinks that by passing laws he can throw the fear of God into others and make them virtuous by edict and prohibition.

Primitive Accumulation; Or, A Virtual Read-In on the London Riots

The blogosphere has a million corners, countless nooks and several large echo-chambers, complete with their own centres of self-congratulatory gravity. All have been aflame over the last week, saturating events, riots and insurgencies with the weight of historical expectation, the political memory of past iteration and the awesome condescension of easy interpretation. Gaps persist: gender and the dynamics of formally opposed masculinities have escaped all but the most cursory attention. It is one paradox of all this profuse commentary that decrying the statements and manifestos of others is the most satisfying and patronising manifesto of all. At its worst, it engages in the fullest of narcissisms (let’s make this about us and the quality of our analysis) whilst proudly displaying its contempt for thought (now is not the time for theory!). And of course, the problems and challenges are real. Much more real than we can face, too real for the sordid postures of moralising (I denounce Satan and all his works!) and liable to stay as real once we paper over them and return to our default settings.

Oh, and I find myself in unsurprising agreement with Joe and Meera (although I think Ken Livingstone’s attempts to make the link to cuts and social marginalisation is more ham-fisted than shameful). Which is all by way of introduction. There are reams to be written on the way the punditocracy and assorted commentariat are deploying (and misapplying) categories of cause, the unstable and multiple uses made of ‘politics’, the questions of historical precedent and historical return, and on and on. Exhaustion at the war of position prevents any such post. Instead, a mix-tape of diagnosis and critique, with both the smooth joins and the subtle dissonances that implies. More useful than a 1,000 faux-fresh words.

These looters are doing what they’re supposed to; grabbing the goods they see in the shops and can’t buy in a recession. They loot the bling – the sports shoes, gold watches, mobile phones and plasma TVs; and you can recognize the very poor when you see a woman looting potatoes from a corner shop. These acquisitive looters are certainly copying the gold standard of a social contract eroded by and evaporating with the money. These are riots in the cause of consumer goods. Burning and robbing other people’s things is one thing, but soon enough, and with no social cause or justice worth the name, people too become indistinguishable from things: witness the widely-circulated photo of the woman leaping for her life from a burning building; such potential deaths still threaten to bring the house down on top of us. This whole distressing episode began with the police shooting dead a black man in north London they said was a gunman; no evidence he fired a shot, we’re told, but the man was already indistinguishable from his gun.
