The Uses of Functionalism

This is the second comment, following Laust’s opening post, by Cornelia Navari. Cornelia is honorary senior lecturer at the University of Birmingham (U.K.) and visiting professor of international affairs at the University of Buckingham (U.K.). To an English School (ES) theorist, and in the context of that theory, the first thing Laust’s argument calls to mind are the structural affinities between the ES and the early days of anthropology. Indeed, it highlights the relation of the English School to, particularly, British anthropology, whose great breakthrough (to remind ourselves) was in the idea of functionalism in relation to social institutions. To recall, what the functional anthropologist was looking for in social practices was the key to social stability among pre-modern peoples, and he rated institutions in relation to their contribution to social stability. Laust has picked up, quite rightly in my view, the correspondence between the ES concept of world order, the institutions of world order such as great power management, and the anthropologist’s idea of social stability.

His argument is also spot-on in relating order or stability to, more particularly, institutionalisation. I don’t think he gives enough credit to Kalevi Holsti (indeed, he doesn’t seem to credit him at all, but who stated it much more boldly in his 2004 Taming the Sovereigns): you cannot have order without institutions.  Equally, however, Hedley Bull, the originator of the ES concern with institutions, features prominently in his argument, and Bull claimed to have identified the basic institutions that provided for world order. Economy of Force

We return from the holidays with gusto and a book symposium on Patricia Owens’ Economy of Force: Counterinsurgency and the Historical Rise of the Social (Cambridge, 2015). Patricia is Professor of International Relations at the University of Sussex, co-editor of European Journal of International Relations, and a former fellow of the Radcliffe Institute for Advanced Study at Harvard University and of Oriel College, Oxford. Patricia’s first book was Between War and Politics: International Relations and the thought of Hannah Arendt (Oxford, 2007). Economy of Force is in the Cambridge University Press series ‘Studies in International Relations’ and is out in paperback next summer (the introduction is available in full here). The book will also be the subject of a forthcoming special section of Security Dialogue.


Economy of Force

Economy of Force seeks to rekindle interest in one of the oldest but neglected languages and techniques of government administration – household governance – that it uses to write a new history and theory of counterinsurgency with broad implications for social, political, and international thought. The book is a study of oikonomia in the use of force, from oikos, ancient Greek for household. But it also makes a larger claim, that household governance underlies the relatively recent rise of distinctly social forms of government and thought more broadly. Since the late eighteenth-century, modern, capitalist state and imperial administrators have drawn on and innovated different forms of household governance, scaling up and transforming the units of rule in which populations are domesticated. To really understand the significance of households-as-government we need to dispense with the relatively recent and bourgeois notion of households as houses, homes, or family-as-kin. Instead, households are best understood through the nature of the hierarchical relations between people in a particular spatial arrangement. Households are the persistent but historically variable spaces in which the life processes of members – real, vulnerable bodies needing food, water, shelter – are administered and the household itself is maintained.

There is a very long tradition of thinking of households-as-government in the history of political and economic thought and in anthropology, archeology and comparative studies of different household forms. There is also excellent and wide-ranging scholarship in literary and gender studies on practices and ideologies of domesticity (from domus, Latin for house). In drawing on and extending these and other literatures, Economy of Force suggests that there is a far deeper significance of households and forms of domesticity than captured in International Relations debates about the so-called ‘domestic analogy’. Household administration is highly portable and plays a remarkably significant role in imperial and international relations. These are grounds to make a stronger claim than one based on mere analogy. I argue that there is a domestic homology connecting different households, despite their historical and geographical variability, based on the genealogy of household governance in the history of social and political thought, but also the human experience of basic life necessities and the stubborn but contingent attempts to domesticate people through the administration and control of life needs.

There is something seductive about the idea of critical pedagogies. In an age where the figure of academic is beset on all sides by voracious spectres – the Taxpayer, the Minister, the Entrepreneur, the Curious Public, the Student-Consumer, the Management Consultant – it offers the idea that what happens in the classroom may still matter. More than matter: might in some way emancipate. This promise is perhaps particularly strong in academic International Relations, where those of various ‘marginal’ persuasions might argue that teaching against the grain undoes the destructive commonsense of global politics. That critical pedagogies help us bring back in the human, the ethical, the powerful, those daily experiences shot through with international politics, although our students don’t always see it. Even the titles hint at grand transformation: Pedagogy of the Oppressed!

Don’t get me wrong. I want to be seduced. More than that, I am all too ready to concur with many who also sat on the panel (‘What Do We Teach? How Do We Teach It?: Critical Pedagogies and World Politics’) convened by Meera in San Francisco (they were: Naeem Inayatullah, Laura J. Shepherd, David Blaney, Andrea Paras, Daniel Bendix and Chandra Danielzik). To agree that, since so much mainstream International Relations speaks the discourse of power, it is necessary to reveal its fictions and silences. To agree that narratives and memoirs have their place, alongside such ‘political’ terms as racism, patriarchy and class. To agree that it is better to start with Todorov and The Conquest of  America than it is to begin from a world of ahistorical self-help states. To agree with programmes for interventionist anti-racist education.

But I am also somewhat cautious. Some of that might be read as a spur to critical pedagogy by another name, and some as a delineating of criticality’s limit, at least insofar as that term is often discussed. Call these somewhat speculative micro-interventions the unapologetic curriculum, marginal resistance and real academic politics (always with the rule of three).

The Anglosphere, Part Two: Of Liberal Leviathans and Global Turns

Viewed from the perspective of liberal IR, Britain’s globe-spanning empire can be described as “Liberal Internationalism 1.0.” According to G. John Ikenberry, the “liberal ascendancy” had everything to do with the “growth and sheer geopolitical heft of the world’s liberal democracies.” The British may have been the first to harmonize national interest with the stability, openness and rule-following in the international systems, but it was the Americans who “fused” them. “If the liberal order was built after World War II primarily within the West, the end of the Cold War turned that order into a sprawling global system” [1].

The question that has always fascinated me is how we got from Liberal Internationalism 1.0 to Liberal Internationalism 2.0, or how, to freely borrow from Ikenberry, power shifted between two liberal Leviathans, Britain and the U.S. What is puzzling here is the absence of the Wars of Anglophone Succession. Instead of fighting each other at least once or twice, the two empires first found ways to cooperate and coordinate their imperial activities around the globe, then engaged in what can be described as a pacted transition, even as a corporate merger. Here’s one verdict, taken from “The imperialism of decolonizationpiece by Wm Roger Louis and Ronald Robinson:

The British were welcoming the Americans back into the British family of nations and, informally at least, into the Commonwealth . . . [the post-war empire operated] as part of the Anglo- American coalition . . . like a multinational company.

Putting aside the historiography debates about its scope, timing and sequencing, this historical process was no doubt of momentous importance for the evolution of the liberal order, both in terms of the accumulation of hegemonic power, and in terms of social and institutional learning. The Anglosphere, in other words, begins here. So how do we explain it? Strategic calculus and/or a putatively liberal predilection for cooperation, compromise, and conciliation (last word Churchill’s) are only parts of this story, as Charles Kupchan notes in his How Enemies Become Friends:

British appeasement of the United States and the practice of reciprocal restraint that followed cleared the way for rapprochement. But it was the emergence of a new discourse on both sides of the Atlantic – one that propagated notions such as a “shared Anglo-Saxon race” and an “Anglo-American family” – that produced a compatible identity, consolidated stable peace, and laid the foundations for the strategic partnership that exists to this day.

I could not agree more. Racialized identities operate as social structures of power, and this was a time when they explicitly authorized unity and superiority for Us against Them in ways that had profound consequences for the evolution of the so-called liberal international order. Anglo-Saxonism enabled the U.S. and Britain – or their elites – not only to position themselves favourably vis-à-vis each other at the turn of the twentieth century, but also with respect to the rest of the world and in a longer term. The Anglo-American rapprochement was no “global turn” of the sort that Kupchan talks about in his latest book, but it arguably comes close to it in macro-historical term. For one, the paths, pace and outcomes of the 1945-1951 international institution-building spree – that foundation of Liberal Internationalism 2.0 –followed the patterns of UK-U.S. cooperation first established during the colonial wars and near-wars in the 1890s. The much-disclaimed “special relationship” has its origins in this period – something to keep in mind next time we hear that U.S.-hugging remains in someone’s national interest, as General Sir David Richards, the head of Britain’s armed forces, argued last week.

This story I wish to tell can be expanded and contracted empirically (Anglo-Saxonism is dead today, but its effects can be found everywhere from university scholarships to contemporary military alliances) and theoretically (through, say, an account of core-periphery relations that made global capitalism possible), but the main substantive point remains the same, and that is that we cannot fully understand the “liberal ascendancy” without pausing (as Siba Grovogui might say) over the pervasiveness and power of racialized identities that connected Liberal Internationalism 1.0 and 2.0 [2]. The Anglosphere, Part One: What’s in a Name?

What do you get when you intersect indices that rank top two dozen nations of the world by political freedoms, GDP per capita, productivity, literacy, and patent applications in late 2000s? The answer is you get some kind of an “Anglosphere” – usually the quartet of Australia, Canada, the UK, and the U.S., but also, depending on the underlying measures and thresholds, New Zealand, Ireland, Singapore and so on.

Using data from the World Development Indicators, The Economist Intelligence Unit, and International Labour Organisation, among others sources, I’ve played this game in my research methods classes quite a bit. No methods textbook endorses such mindless empiricism, but students, from what I can tell, tend to appreciate the loose structure of the exercise. This is because the objective – familiarizing students with comparison, measurement, scaling, and so on – almost always shifts onto the “why?” questions, at which point everyone (ok, not everyone) tries to come up with his/her social scientific narrative on what makes this or that grouping “interesting,” “different,” or “special.”

Joel Kotkin, one of America’s premier demographers, and his nine collaborators have shown me how this game can be played at an infinitely more sophisticated level. Their argument – developed primarily in a collection of the Legatum Institute papers entitled “The New World Order”, but also in two shorter pieces penned by Kotkin and Shashi Parulekar at NewGeography.com and in City Journal – is that globalized economy by and large operates in and through three large “tribal groupings” or “spheres”: the Indosphere, the Sinosphere, and the Anglosphere [1]. As the authors note, their narrative can claim a formidable intellectual pedigree: “we have followed the great Arab historian Ibn Khaldun’s notion that ethnic and cultural ties are more important than geographic patterns or levels of economic development.”

Kotkin et al offer no shortage of interesting and novel observations and analytical points, but one of the project’s key punchlines is in the title of the Anglosphere section in the New World Order: “We are not dead yet.” The project’s foil, in other words, is the current wave of American declinism:

The era of unipolar domination by the United States and its key allies — which dates from the fall of the Soviet Union — has come to an end. Yet despite this, the core Anglosphere remains by far the largest cohesive economic bloc in the world. Overall it accounts for more than 18 trillion dollars, one quarter of the world’s GDP, far more than any other cohesive global grouping.

Damage, Reincorporated: A Carbon-Based Author Responds

Paul has produced a couple of highly stimulating posts (here and here) reviewing three books concerned with the contemporary interface between war and technology (Manabrata Guha’s Reimagining War in the 21st Century, James Der Derian’s Virtous War and my own The Scientific Way of Warfare) and that involve both pointed comments on the respective texts and some wider considerations of the challenges posed by the study of present transformations in the exercise of collective violence. With so much to reflect upon, a full post is called for in order to respond to the rich lines of thought suggested by Paul and I will attempt to do so here, however incompletely, by taking on specific comments directed at my own work before offering some brief remarks on its relation to the two other books reviewed.

War is War, PERIOD

Paul points to the limitations inherent to the periodisation I propose and I would accept that, for all the caveats and qualifications I have sought to make, the neatness of the technoscientific typology developed inevitably leaves it open to a range of criticisms. It necessarily occludes or minimises the other influences that have impacted military change, it papers over much of the cultural and historical particularities of national military organisations, and it does not really allow for the ebb and flow of different doctrines that cut across different periods. The empirical evidence supporting such a periodisation is likewise obviously selective and, at their weakest, I think the connections I draw between scientific ideas and military practice are more impressionistic than as thoroughly substantiated as I could have wished. Sweeping as it does through four hundred years of history, the work is unabashedly a much more generalising and grand theorising undertaking than the careful and painstakingly detailed studies into the interplay of technoscience and war that have been produced within the field of science and technology studies on topics such as missile guidance or the origins of cybernetics and therefore may well have fallen prey to some of the pitfalls of such a perilous exercise. At the very least though, I would hope the typology is a useful heuristic device for thinking through various tensions inherent to the organisation and application of military force.

In its more forceful defence however, the typology is not intended to imply that in any given period all contemporaneous ideational and social constructs are ruled by the scientific and technological frameworks of the day (something which my use of the term “technoscientific regime” might unfortunately suggest – I remember agonising a long time over the terminology and never settled it to my entire satisfaction). Rather these frameworks act as pregnant sources of meaning among others but with the particularity that they are endowed with the special prestige granted to scientific rationality in modern societies (science in turn being shaped by its wider cultural and institutional settings). In this sense, the notions of metaphor and resonance I employ point to a much more partial and piecemeal role in the shaping of thought than the episteme presented in Foucault’s The Order of Things and in this more limited regard I think the periodisation continues to stand up quite well.

Of Consensus and Controversy: The Matrix Reloaded

This is the fourth and final post in a series of responses to Patrick Thaddeus Jackson’s recent book The Conduct of Inquiry in International Relations. Paul began the discussion with comments on the problems of boundary setting, Joe followed up with an interrogation of the nature of Jackson’s pluralism, and Nick most recently gave an exposition of a missing methodological position in the typology.  We look forward to a reply from PTJ himself in the near future.


In this post, with the pleasure and pain of coming last in a hitherto excellent series, I want to tease out several issues that struck me in the reading of Jackson’s Conduct of Inquiry, which specifically relate to the success of the central typology, a possible alternative and the ‘science’ debate in this context.

I confess to having begun my reading of this work very sceptically – although not because of any doubt about the author or importance of the subject matter. Rather, like Joe, I doubted whether there would be much of interest for me as one whose work does not have too much invested in the ‘science’ claim as it stands in the mainstream IR debates. Whilst, along with my colleagues, and as I will discuss below, I remain unconvinced about the use of the term ‘science’ amongst other things, I found the book engrossing, stimulating, erudite and brilliantly argued.  The marketing people are free to recommend it particularly for graduate students, although my own view is that it contains very important intellectual challenges for the whole field at all levels. It is no small achievement that it reaches Jackson’s stated ambition to provide a platform for a much better philosophical conversation about inquiry than we have had thus far.

Perhaps controversially, however, I cannot pretend to have emerged from the book wholeheartedly sharing Jackson’s enthusiasm for the kind of pluralism in the field of IR that he aims to promote. I respect the sentiment and the generosity of spirit in which it is made, and I do recognise that it is essential for keeping important conversations on track, and that this is the best way forward for a less introspective discipline. Yet I feel myself torn, as perhaps critical pluralists are fated to be, between a desire to fight false dogmas and respect reasonable differences.  In some senses, it is Jackson’s own critical reading of different positions that subversively feeds this tension.

I. Of knowing and being: some questions

I was struck in the early set-up of the book by the distinction between scientific and philosophical ontologies upon which the central typology is built. Briefly, according to Jackson, scientific ontologies specify the catalogue of objects of investigation – states, individuals, classes etc. – whilst philosophical ontologies relate to the ‘hook-up’ between mind and world. Jackson presents this in a 2×2 matrix, with which I am sure readers are by now familiar:

Jackson’s key claim is that as researchers our methodologies flow logically from where we sit on these philosophical-ontological issues, and as such should not all be evaluated on neopositivist claims of how valid ‘science’ proceeds. Whilst I accept the broad point, what I want to pursue in more detail is whether this typology does in fact get to the heart of the core wagers that underpin each ontological position in the matrix. Freeing the Pluralist Imagination, or on the wisdom of escaping Weber’s “Iron Cage”

This is the second in a series of posts by several of us at The Disorder Of Things on Patrick Thaddeus Jackson‘s The Conduct Of Inquiry in International Relations: Philosophy of Science and Its Implications for the Study of World Politics. Paul started things off with his post setting up Jackson’s methodology of politics in order to ask important questions about the politics of Jackson’s methodology. A broad definition of science, by design, does not provide us with any standards for good research, or indeed any specific advice for how to go about doing research, beyond the two basic admonitions to focus on factual knowledge of the world, and to separate this activity logically and conceptually from the promulgation of normative judgments and partisan-political stances. Patrick Jackson, The Conduct of Inquiry in International Relations

My comments on Jackson’s book need to be put in a personal context. I have no interest in claiming the title of “science” for my work or “scientist” for myself. Further, I do not consider my primary vocation the production of empirical knowledge. Instead, my work is “normative” and focused, most broadly, on how we think about the ethical dimension of world politics. Finally, I do not self-identify as a participant in the discipline of “International Relations,” nor as a “political scientist;” the tradition of scholarly work identified as “International Relations” is compromised by its statist foundations and the historically positivist pretensions that motivated the move to a science of politics are unsustainable in my estimation.

This raises an obvious question: why am I commenting on a book about the conduct of scientific inquiry in International Relations (IR)?

A Personal Anecdote

While at a conference in Ljubljana, Slovenia, I had an argument with my friend, Laust Schouenborg, about the nature of social science. Sitting in a Soviet-era housing block converted into a budget hotel, watching the sun go down behind the park, I was rhetorically ejected from academia.

Our argument began when Laust, after reading Chris Brown’s International Relations Theory: New Normative Approaches, suggested (contra Brown) that because there are no standards of what constitutes a “good” normative argument, the study of ethics had no place in IR, and that scholars concerned with making arguments about how politics should be, had no place in academia.[1] The modern university is a place for scientific study and those who were not practicing science should, he claimed, be relegated to the political and cultural spheres.

This line of reasoning shocked me, but it was only the culmination of a disciplining process I experienced in my first two years as a PhD student in the International Relations Department at the LSE. Even as many members of faculty supported my work, I was constantly asked why I was studying in an IR department and some “colleagues” suggested that my research was value-less as scientific work – whatever its virtues as polemic or sermon.[2]

These experiences have left me with two abiding intellectual concerns about the conduct of social inquiry. The first is to challenge the institutional privilege bestowed upon those conducting their inquiry as “science.” On this concern, Jackson and I share considerable ground, as his critique of exclusive definitions of scientific inquiry deflates dominant pretensions and advocates for a more inclusive study of world politics. And I must give credit where it is due: Jackson doesn’t suggest that my kind be thrown from the ivory tower – just given separate offices. The second concern is deeper and more contentious: to challenge the notion that the ethical questions that interest me can and should be separated from scientific inquiry into world politics. On this point Jackson and I share less ground, and for this reason the bulk of my comments will focus on how and why Jackson separates the “scientific” and the “normative” in his pluralist approach to IR.

Aside from satisfying very personal concerns, I offer this response to Jackson’s book because his generous orientation, stated most forcefully in the concluding chapter, invites engagement. Along with analyzing Jackson’s essentially Weberian account of a pluralist science of IR, and suggesting that a fuller account of social inquiry should bring together ethical and empirical inquiry, my most substantive critique is that the pluralism Jackson defends is partial and continues to discipline the study of world politics in an unsustainable way – a critique that, if correct, undermines a central aim of his project.

Demarcation Problems: ‘The Conduct Of Inquiry’ Between Politics & Methodology

This is the first in a series of posts by several of us at The Disorder Of Things on Patrick Thaddeus Jackson‘s The Conduct Of Inquiry in International Relations: Philosophy of Science and Its Implications for the Study of World Politics, released last year to considerable critical acclaim. The next few weeks will see further posts, followed by a reply by Jackson (or PTJ) himself. Taken together, we hope they go some way to meeting the challenge, to paraphrase PTJ himself, of emerging from splendid isolation to engage in some contentious conversations on inquiry.

Conclusion: neither science nor the methodology of research programmes provides arguments against anarchism. Neither Lakatos nor anybody else has shown that science is better than witchcraft and that science proceeds in a rational way. Taste, not argument, guides our choice of science; taste, not argument, makes us carry out certain moves within science (which does not mean that decisions on the basis of taste are not surrounded by and entirely covered by arguments, just as a tasty piece of meat may be surrounded and entirely covered by flies). There is no reason to be depressed by this result. Science, after all, is our creature, not our sovereign; ergo, it should be the slave of our whims, and not the tyrant of our wishes.

I: Conducts Of Inquiry

Paul Feyerabend’s Dada-ist approach to the philosophy of science was informed by a hostility to singular conceptions of the world, a rejection of rigid prescriptions for the correct character of knowledge and a healthy scepticism towards how people thought their forms of inquiry worked. Setting himself against method, he argued that ‘science’ has no common structure and that no general laws can explain its success or prescribe its methods. The growth of knowledge has not only historically been associated with a disrespect for prevailing methodological rules, it in fact requires such violation (whether deliberately or unwittingly).

Patrick Jackson’s The Conduct Of Inquiry attempts both to expand and to limit the knowledge practices counted as legible and legitimate in International Relations. Like Feyerabend (and Imre Lakatos and Thomas Kuhn and Karl Popper for that matter), Jackson evinces a healthy distrust of hard, fast or easy judgements about truth, reality and research procedure. And so he both avoids making the argument for a particular philosophical perspective with which to forge ‘better’ IR and eschews usual schemas that start with the putative ‘fundamentals’ of ontology and epistemology. Instead he offers a Weberian ideal-typification of methodologies (not methods), intended not as a menu of coherent and precise options but as a useful typology of functional categories (on which more in a moment).

The conception of methodology proffered is an expansive one, taken to designate ‘the logical structure and procedure of scientific inquiry’, but not the actual nature of reality and knowledge or the correct technique for a particular problem. Four commitments to philosophical ontology organise the options, generating four methodologies through their various combinations. The purpose is not somehow to test between them, but to reveal their assumptions and explain how they hang together as philosophical wagers. Hence the need to discuss the forms of faith and commitment that under-gird our styles of research.

So, in one sense, we could read PTJ as speaking with Feyerabend in demonstrating that “all methodologies, even the most obvious ones, have their limits…like an undercover agent who plays the game of Reason in order to undercut the authority of Reason (Truth, Honesty, Justice, and so on)“.
