Fratriarchy, Homoeroticism and Military Culture

The ever-excellent Sociological Images offers up this 1940s advert, and others like it, as an example of how images previously taken to be innocent consumer bait for stereotypical homemakers now appear to us as dripping with homoeroticism. They may have added too that this half-ironic, half-nostalgic distance is what endears us to such images, which we then enjoy as vintage objects, for all that we know about the true historical context in which they were produced.

One common idea, which relates nicely to military bathing aesthetics (cannon towels? really?) is that many bonding behaviours in nominally heterosexual, male-dominated groups are in fact homosexual, but in a disavowed or repressed way. The scrum, the shared shower, the bunk-beds, the exclusion of women not only from the fields of play and war, but also from the various celebrations and carnivals that follow, all seem to indicate a desire for intimacy that cannot be named as such.

In the excellent Bring Me Men (which deserves its own dedicated review), Aaron Belkin identifies a more complex relation. In becoming military men, there is a need not only to disavow femininity, but also to become intimate with the ‘unmasculine’ and the ‘queer’. Rather than identifying a direct alignment of the masculine with the military, or seeing gender norms as accidental in their intersection with the military, there is instead a constitutive tension between the masculine and the unmasculine (or, we might say, between the strongly heteronormative and the homosexual). Basic training relies on a traumatic ambiguity, continually casting initiates as by turns masculine and unmasculine, so that no soldier can ever be sure that they were sufficiently on the ‘right side’ of the line. As one Marine put it: “The opposite of feminine? No. To me, what is masculine? I don’t know. [pause] And I’ve worked so hard at being it”. The continual ambiguity – what Belkin calls discipline as collapse – interacts with surveillance and punishment to produce the soldier-subject.

The Cursory Pedant: War Rape, the Human Security Report and the Calculation of Violence

“Cursory and pedantic”. So says IntLawGrrls’ Fionnuala Ní Aoláin of the just released Human Security Report 2012 (hereafter HSR). You may recall the team behind the HSR from their last intervention, which upset the applecart over the estimate of 5.4 million excess deaths in Congo (DRC) since 1998 and which also claimed a six decade decline in global organised violence. The target this time round is a series of putative myths about wartime sexual violence (those myths being: that extreme sexual violence is the norm in conflict; that sexual violence in conflict is increasing; that strategic rape is the most common – and growing – form of sexual violence in conflict; that domestic sexual violence isn’t an issue; and that only males perpetrate rape and only females are raped), each of which the authors claim to overturn through a more rigorous approach to available evidence. Along the way an account is also given of the source of such myths, which is said to be NGO and international agency funding needs, which lead them to highlight the worst cases and so to perpetuate a commonsense view of war rape that is “both partial and misleading”.

Megan MacKenzie isn’t impressed either, especially by HSR’s take on those who currently study sexual violence:

[HSR’s view is] insulting because it assumes that those who work on sexual violence – like me – those who have sat in a room of women, where over 75% of the women have experienced rape – as I have – listening to story after story of rape, forced marriage, and raising children born as a result of rape, it assumes that we are thinking about what would make the best headline, not what are the facts, and not what would help the survivors of sexual violence.

Laura Shepherd (who like Ní Aoláin and Megan has written at some length on these issues) took a slightly different approach: “It makes not one jot of difference whether rates of [incidents of conflict-related sexual violence] are increasing, decreasing or holding entirely steady: as long as there are still incidents of war rape then the issue demands serious scholarly attention rather than soundbites”. Activists are concerned less by what the report says than by how it will be interpreted and the effects this will have on victims and survivors of rape (the danger, in Megan’s words, that “painting rape as random is another means to detach it from politics”). By contrast, Laura Seay (who has previously addressed similar issues in relation to Congo) is very supportive: “it’s hard to find grounds on which to dispute most of these claims. The evidence is solid”. Andrew Mack (who directs the HSR) similarly replied that the data supports HSR’s claims and that, despite criticisms, it had been checked rigorously.

So what is going on here?

Queerly Global Politics: Some Events

Normal blogging service soon to be resumed. In the meantime, two gender and world politics events of note. First, on Friday 2 November, a roundtable on gender, militarisation and violence at LSE, featuring Cynthia Enloe, Aaron Belkin, Kim Hutchings,and others. It will be excellent. Second, the call for papers for the 2nd International Feminist Journal of Politics is out. The conference is a way away (17-19 May 2013 at the University of Sussex), but early paper/panel submissions are encouraged. Details below the model military aesthetic.

(Im)possibly Queer International Feminisms

Feminists taught us that the personal is political. International Relations feminists taught us that the personal is international. And contemporary Queer Scholars are teaching us that the international is queer. While sometimes considered in isolation, these insights are connected in complex and sometimes contradictory ways. This conference seeks to bring together scholars and practitioners to critically consider the limits and possibilities of thinking, doing, and being in relation to various assemblages composed of queer(s), international(s), and feminism(s).

Questions we hope to consider include: Who or what is/are (im)possibly queer, (im)possibly international, (im)possibly feminist, separately and in combination? What makes assemblages of queer(s), international(s) and feminism(s) possible or impossible? Are such assemblages desirable – for whom and for what reasons? What might these assemblages make possible or impossible, especially for the theory and practice of global politics?

We are interested in papers and panels that explore these questions through theoretical and/or practical perspectives, be they interdisciplinary or located within the discipline of International Relations. Sub-themes include (Im)Possibly Queer/International/Feminist:

A Magical Anti-Rape Secretion

Todd Akin (R-MO) says that doctors told him that women can’t get pregnant from rape. The doctor in question was presumably Onesipherous W. Bartley, whose 1815 A Treaties on Forensic Medicine or Medical Jurisprudence explained that conception:

must depend on the exciting passion that predominates; to this effect the oestrum/veneris must be excited to such a degree as to produce that mutual orgasm which is essentially necessary to impregnation; if any desponding or depressing passion presides, this will not be accomplished. (via)

At least we know how up to date a certain kind of Republican is on the medical literature. Aaron ‘zunguzungu’ Bady offers a less generous, but surely more astute, diagnosis:

The thing about a chucklehead like Rep. Akins is that he doesn’t actually care whether or not women have a magical anti-rape secretion in their body that makes conception less likely. That’s the whole point: his right not to have to worry about it. If you look at his entire statement, for example, you’ll notice that his foray into weird science was tangential to his main point, which was, simply, punish the criminal not the child. And this is more or less orthodox GOP doctrine, which has the hammer of law enforcement and looks for nails: solve the problem of rape by hammering the criminal, and make abortion into a crime, so you can hammer that too. But this simple-minded approach stumbles when it runs into the problem of the rape-victim: how to have empathy for the victim (because “victim’s rights” is a central pillar of the law and order approach) while also criminalizing her if she gets an abortion? How to insulate her choice to get an abortion from the contingency she did not control, and could not have chosen?

As many have pointed out, then, the first imperative is to make it her choice, and therefore her fault. But there’s still he cognitive dissonance of a rape victim forced to have the child of a rapist, something that doesn’t sit at all easily in the mind of a right wing family-and-police; she’s still a problem, and a thorny one. And so, a simple answer, for a simple mind: she does not exist. He argues that the rape victim who is impregnated is a fantasy of people who want to make the whole thing complicated and difficult, with their “ethics” and “problems,” and so he invents a “doctors told me” story to make it make sense, to explain how what seems complicated is actually simple. But the fact that he’s just making shit up, that women’s body’s aren’t Nature’s Own Anti-Rape Kit, is irrelevant; when you believe in the super-sufficiency of simple laws (and in The Law), problem-cases just become nails to be hammered down or ignored, while “facts” are nothing more that the warrant for doing so.

 

The Olympic Semiosphere

The chafing constraints of a thesis prevent any original reflection on our hallowed Olympic moment (not least because Rahul has already said so much, and so well). There was little to better Iain Sinclair’s apt diagnosis of “a wonderful national hallucination: a beautiful conjuring between William Borroughs and Charles Satchi…the combination of paranoia and advertising run wild” (a clip worth watching for Jon Snow’s outraged ignorance at the origins of the Olympic Flame [clue: Nazis]). Reports had filtered through that the economic miracle was not as originally billed, with talk of Central London’s ‘ghost town’, stimulating a description elsewhere of the Olympics as an “economic bomb deployed against world cities”. And now there is the most welcome return of K-Punk. At length:

Welcome to the Hunger Games. The function of the Hunger Games is to suppress antagonism, via spectacle and terror. In the same way, London – 2012 preceded and accompanied by the authoritarian lockdown and militarisation of the city – are being held up as the antidote to all discontent. The feelgood Olympics, we are being assured, will do everything from making good the damage done by last year’s riots to seeing off the “threat” of Scottish independence. Any disquiet about London 2012 is being repositioned as “griping” or “cynicism”. Such “whinging”, it is claimed, assumed its proper place of marginality as the vast majority enjoy the Games, and LOCOG is vindicated…

…But once the Olympic floodlights are turned off, most will switch back from an attitude of mild interest to indifference towards even the most dramatic Olympic sports, never mind those many Olympic sports which plainly have limited specator appeal. This isn’t the point though: disquiet about London 2012 was never necessarily based in any hostility towards the sports. Enjoyment of the sport and loathing for LOCOG and the IOC are perfectly compatible.

Cynicism is just about the only rational response to the doublethink of the McDonalds and Coca Cola sponsorship (one of the most prominent things you see as you pass the Olympic site on the train line up from Liverpool Street is the McDonalds logo). As Paolo Virno argues, cynicism is now an attitude that is simply a requirement for late capitalist subjectivity, a way of navigating a world governed by rules that are groundless and arbitrary. But as Virno also argues, “It is no accident … that the most brazen cynicism is accompanied by unrestrained sentimentalism.” Once the Games started, cynicism could be replaced by a managed sentimentality.

Affective exploitation is crucial to late capitalism. The BBC’s own Caesar Flickerman (the interviewer who extracts maximum sentimental affect from the Hunger Games contestants before they face their deaths in the arena) is the creepily tactile trackside interviewer Phil Jones. Jones’s “interviews” with exhausted athletes, are surely as ritualised as any Chinese state broadcast. Emote. Emote again. Emote differently. Praise the crowd.

Dr El-Khairy, I Presume?

We’re on a roll now. On Friday, Omar became the fourth of us to ascend the greased pole of academic accreditation since we began cultivating this little corner of the internet. Forever more to be known as Dr El-Khairy, his burgeoning cultural insurgency notwithstanding. The work in question? American Statecraft for a Global Digital Age: Warfare, Diplomacy and Culture in a Segregated World. And who said it was good enough? Faisal Devji and Eyal Weizman, actually. So there. And I have promises in writing that he will be telling us more about it all real soon.

Mapping the (In)Visibility of Gender in Politics and International Relations

Do elite institutions teach the global politics of gender and sexuality on any scale or in any depth? Emma Foster, Peter Kerr, Anthony Hopkins, Christopher Byrne and Linda Åhäll (all of Birmingham, at least when they did the research) have an Early View piece up at The British Journal of Politics and International Relations addressing just this question. Surveying the course content of the 16 top Politics and IR Departments in the UK (‘top’ meaning either in the top 10 in student satisfaction scores or in REF scores), they give some empirical confirmation of what many of us might have known anecdotally:

Our findings…show, in our view quite strikingly, that few political science and international relations departments offer extensive or in-depth coverage of gender and sexuality issues. As a result, many political science and international relations undergraduates merely experience a brief introduction to ‘feminism’ as their only encounter with key debates over gender inequalities and sexual identity.

Of 629 modules in IR and Politics identified across those Departments, only 9 existing full modules related to gender or sexuality (increasing to 12 if Aberystwyth’s ‘forthcoming’ courses are included). That’s 1.4%. Only an estimated 8.9% of all surveyed modules offer at least one week on feminism/gender as part of their wider sweep. The study also shows up some noteworthy cases where there is Departmental expertise but no teaching provision. Warwick and Oxford both have seven staff listing gender/feminism as a core research interest, but Warwick hosts only one gender-related module and Oxford none. Although the paper does not pursue this in great detail, the suggestion is that the relative paucity of courses is not a result of absent expertise, since the progress of feminist and gender studies has been sufficient that all Departments surveyed (with the exception of de Montfort) have staff members with a gender interest. Indeed, on the average of these 16 elite institutions, there are some 3.9 gender specialists in each one (although numbers are always, of course, shifting).

The overall picture, then, is of some progress (perhaps surprisingly limited) in getting gender (but not sexuality) included as the spectral “week on feminism”, presumably primarily in theoretical survey modules. But this vague and introductory inclusion is not supported by more concentrated work either theoretically (as in a module on different perspectives on gender) or empirically (as in an issue-by-issue survey of gender in global politics). Although Foster et al. do not map changes in Faculty composition, this appears to be happening at the same time as gender and feminist academics are increasing in strength within IR.

As is to be expected, this leaves a number of issues unaddressed. Continue reading

Open Access, Harvard Delight Edition

An extraordinary and delightful communiqué from Harvard on journal pricing has surfaced (early reactions here and here and here). It was actually issued almost a week back, but the Twitter hive mind (or my corner of it) appears only now to have noticed (h/t to JamieSW for that). The contents are pretty extraordinary, even too good to be true. The preamble is brutal about the current state of the journal system, observing that Harvard spent almost $3.75 million last year on bundled journal provision from some publishers (10% of all collection costs and 20% of all periodical costs for 2010); that “profit margins of 35% and more suggest that the prices we must pay do not solely result from an increasing supply of new articles”; that “[t]he Library has never received anything close to full reimbursement for these expenditures from overhead collected by the University on grant and research funds”; and that “[i]t is untenable for contracts with at least two major providers to continue on the basis identical with past agreements. Costs are now prohibitive” (I’m guessing one provider at least is Elsevier).

Then some options-cum-recommendations for Faculty are laid out:

1. Make sure that all of your own papers are accessible by submitting them to DASH in accordance with the faculty-initiated open-access policies.

2. Consider submitting articles to open-access journals, or to ones that have reasonable, sustainable subscription costs; move prestige to open access.

3. If on the editorial board of a journal involved, determine if it can be published as open access material, or independently from publishers that practice pricing described above. If not, consider resigning.

4. Contact professional organizations to raise these issues.

5. Encourage professional associations to take control of scholarly literature in their field or shift the management of their e-journals to library-friendly organizations.

6. Encourage colleagues to consider and to discuss these or other options.

7. Sign contracts that unbundle subscriptions and concentrate on higher-use journals.

8. Move journals to a sustainable pay per use system.

9. Insist on subscription contracts in which the terms can be made public.

Note in particular point 3. Harvard is asking its academics to seriously consider resigning from major journals if substantive good-faith moves are not made towards open access or “sustainable subscription costs” (read: a major reversal of current practice). As previously suggested, only serious insurgencies within major centres of academic prestige will undo the private stranglehold on knowledge-in-common. On those grounds, I’m tempted to giddy excitement. The question, of course, is which other major institutions (and which serious academic figures) will have the solidarity and good sense to follow this example. As a rallying point, social sciences and social theory need some version of The Cost Of Knowledge manifesto that spans the entire issue of journals and knowledge production. At the very least, we now have a new rhetorical device: open access is good enough for Harvard: why isn’t it good enough for you?

What We Talked About At ISA: From #occupyirtheory to #OpenIR?

A write up of my comments at the #occupyirtheory event in San Diego. The event itself was both hope-filled and occasionally frustrating, not least for the small group of walk-outs, apparently ‘political’ ‘scientists’ lacking in any conception of what it actually means to engage in the political (note: this bothered me especially, but was a rather minor irritation in the grander scheme of things). Despite the late hour, there were between 40 and 60 people there throughout, and a number of very positive things have come of it. It looks like there’ll be some gathering at BISA/ISA to discuss further, and we’re pitching something for the Millennium conference on some of the themes addressed below, and there will of course be ISA 2013 too. In the meantime, there’s the Facebook group, the blog, and a mailing list. The term OpenIR is owed to Kathryn Fisher, and seems to several of us to be a better umbrella term for the many things we want to address in the discipline and the academy. I also just want to give a public shout-out to Nick, Wanda, Robbie and Meera for doing so much on this.


The #occupy practice/meme has antecedents. Physical manifestations of a ‘public’, horizontalism, prefigurative politics and more can be traced in all sorts of histories. One such lineage is the foreshadowing of Zucotti Park in recent struggles over education. Take the slogan in March 2010 over privatisation at the University of California, which was ‘STRIKE / OCCUPY / TAKEOVER’. Or Middlesex, where students resisting the dismantling of the Philosophy Department in that same year unfurled a banner during their occupation, one that proclaimed: ‘THE UNIVERSITY IS A FACTORY! STRIKE! OCCUPY!’.

I want briefly, then, to think about the space of the university in our discussions of #occupy. There have been rich and suggestive calls to re-politicise ourselves as academic-activists, to look again at our work and its claims, and to turn our abilities, such as they are, to projects of resistance and transformation. But we risk a displacement. When we talk of ‘the street’, or politics enacted in the reconfigured space of #occupy, or of the ‘real world’ that we must be relevant to, we already miss the university itself as that factory in which we labour. We are tempted by a view of ourselves as leaving ivory towers to do politics, instead of seeing those towers themselves as spaces of politics. As if our institutions and practices were not already part of the world.

Whether you see #occupy as transformational or nor, or whether you simply prefer a different vocabulary, I think a demand remains: a demand to politicise our own positionality. This politicisation can have many dimensions, but I want to suggestively highlight four, each being a sphere in which we should be diagnosing and transforming our own practices.
